The Petroleum Authority of Thailand (PTT) approved the establishment of the "Research and Development Center" on January 13, 1993, at the Pipeline Operations Center on 2nd District, Wang Noi District, Phra Nakhon Si Ayutthaya Province. This center was developed to become the nation's first high-capacity research and development center specializing in the fields of petroleum and petrochemicals, with a construction budget of approximately 1.463 billion baht.

The construction of the Research and Development Center in Wang Noi District included conceptual design from Southwest Research Institute (USA) for the engine testing laboratory while BEICIP FRANLAB (France) contributes for chemical testing laboratory and training center. Additionally, the master plan study was conducted by ENIRICERCHE (Italy), a company with over 30 years of research experience.

The structure of the Research and Development Center was later approved for improvement by PTT's board of directors. On November 7, 1997, the center was renamed the PTT Research and Technology Institute. This change reflected the expansion of its scope from research to monitoring and developing new technologies. This was essential for enabling PTT to develop high-quality, cost-effective products that could compete in the market, as reliance on commercially available technologies alone could not provide a unique edge for products. The institute has played a crucial role in supporting PTT’s business operations and ensuring its success.

The PTT Research and Technology Institute, located in Wang Noi District, Phra Nakhon Si Ayutthaya Province, initially spanned 75 rai (approximately 30 acres). Of this, 52 rai were utilized for office buildings, laboratory buildings, a Bio-Hydrogenated Diesel pilot plant, a Hydro processing pilot plant, and utility facilities which include:

Analytical Chemistry Laboratory Building

Process and Petrochemical Laboratory Building

Utilities Building

Engine Testing Laboratory Building

With the exceptional vision of its leadership and the dedication of its researchers and staff, the PTT Research and Technology Institute has pursued comprehensive research and development to support the PTT Group's sustainable operations. This includes facilitating energy production, commercialized products, and environmentally friendly technologies. To further its mission, the institute expanded its area by an additional 118 rai (approximately 47 acres) under the name “PTT Innovation Park.” The park includes Experimental fields for renewable energy crops, geological sample storage areas, Petroleum and geology engineering laboratories, Advanced Engine Laboratory, and pilot plant.
